Its ridiculous having to spend a whole month of research time to prepare a postdoctoral application with less than 20% chances of making it through. This means that the average researcher should prepare 5 of them to have a reasonable chance to get a job for the next 2-3 years, meaning several productive months are just thrown to the trash.
I am not even talking of huge research grants to buy equipment, which should certainly regulated, but the very way to sustain yourself in the loop. While I can afford spending less time at the lab or making less expensive research projects, I cannot stay 6 months without a salary.

I generally agree that there is a need for simplification, however, it needs to be stated more explicitly what processes can or should be simplified.

I think the quality of results and long-term impact of previous projects of the applicants should be considered much more during the evaluation of research proposals. Then effort of reviews during a project lifetime may be reduced, since the applicants will have a clear incentive to perform well, if they want to get their proposals accepted in the future. Also the effort spent on project deliverables can be reduced, in favor of writing research papers that get published in high-quality conferences and journals which will actually be read. Another improvement could be to strictly limit the number of pages a proposal may have (e.g. no more than 10 pages).
