Due to the heavy burden of administrative and the financial framework of European research funding, I have been reluctant to apply for research partnership. I am fully supporting every efford to simplfy this process in order to accelerate the application procedures and to improve the number of applicants.

I totally agree in simplifying the burocratic and administrative procedures. Since 2004 I have been involving with the EU projects and I think that the administrative and burocratic works takes the most of our times during the implementaion process of the projects. Actually I had stated my opinion to the local authorities before. Especially the detailed hard copies we have to submit to the related authorities after completion of the project is massive and useless. On the other hand can you imagine that how many projects documents should be kept for at least 10 years by the contractors and the beneficiaries. This is waste of time, money and etc.... Because you have to consume a lot of paper, ink, time (this is the most important thing...). At least half of the project time are being consuming by filling this form and that form; and by writing a lot of reports which are just papers. The best way is to simpilfy the rules as soon as possible. And it would be better to have everything on-line. I hope very much that in a short time the rules will be changed. With my kind regards,

For foreigners in Turkey it is rather difficult, if not impossible, to secure a local grant.
Therefore, I would love to see a standardization within the EU which can at the same time do
away with lots of the inflated bureaucracy.

I was in charge of a SMAP III project during 2006-07. The spending of the money (purchasing) according to the EU rules was the most difficult challange during the course of the project.

I have found from the very beginning that the Americans that Europe is struggling to match in research have a
much more trusting approach to funding and evaluation of proper spending of research monies. Their proposal
submission and evaluations are also much more efficient. These, with all the bureaucracy in submitting and
evaluating the proposals, led to creation of proposal preparation companies, something not heard of in the
States. Besides, this bureaucratic approach is rubbing on our own national funding authorities thus making
accountants of us. I would rather do research than deal with all the financial and other bureaucracy.

Bureaucracy kills the core innovation and turns research projects into overly-documented efforts. Reuse of project documentation is nearly impossible because theres no joint effort in EU, except academical publications. I hope demonstrating the real value of the research idea becomes the main topic of EU-funded projects.

Scientists urgently need to react and really simplify of adminstration procedures. Researchers should be able to focus on scientific work, not on administrative issues.Money dedicated to research should go to scientists, not to accountants, controllers, consultants etc.
