Since 2004 I have been involving with the EU projects and I think that the administrative and burocratic works takes the most of our times during the implementaion process of the projects. Actually I had stated my opinion to the local authorities before. Especially the detailed hard copies we have to submit to the related authorities after completion of the project is massive and useless. On the other hand can you imagine that how many projects documents should be kept for at least 10 years by the contractors and the beneficiaries. This is waste of time, money and etc.... Because you have to consume a lot of paper, ink, time (this is the most important thing...). At least half of the project time are being consuming by filling this form and that form; and by writing a lot of reports which are just papers. The best way is to simpilfy the rules as soon as possible. And it would be better to have everything on-line. I hope very much that in a short time the rules will be changed. Their proposal submission and evaluations are also much more efficient. These, with all the bureaucracy in submitting and evaluating the proposals, led to creation of proposal preparation companies, something not heard of in the States. Besides, this bureaucratic approach is rubbing on our own national funding authorities thus making accountants of us.
