This is the case in Romania where professors and researchers are obliged to write a lot of papers with economical/financial character, great part of these documents being not necessary and being only required by bureaucratic structures (formed by to many persons having nothing in common with the research activity). 16 Feb 14:56 Romania University POLITEHNICA of Bucharest Mihai Tarcolea In my opinion, there are also two main problems. The first one is the Research directions, limited to some strange areas with no direct meanings. The second one is related to the so called “lobby”. The lobby acts at two levels: one in Bruxelles, were different clerks act only for their countries, not for general interest of the Community; the other one is local (at least in Romania) where some strange entities (apparently non-governmental) filter the information and the access of research groups to European financial support. At the latest the raportation is very difficult. Our wishes is the cash flow at the projects to running very well and fast. Unfortunately, day by day at the European Projects the money come day by day more difficult and very late (especially for the latest period). Projects must comply simultaneously with different rules at national and EC level. The system should accept entirely the existing national-internal administrative system at least for the public institutions who are always systematically controlled and audited anyway at national level.
