The declaration is very useful for all institutes and firms involved in research activities in Europe. We need to simplify the administrative procedures and financial regulation to carry on more efficient activities, and for really support the research in Europe.

Im working in an unit which has as main purpuse accesing European funds. The financial regulations of the FP7- which we tried to access are one of the most diificult to understand and to comply with among diiferent types of European Financial instruments. A simplification would make these type of funds more accesible fore researchers.

I fully support this initiative and thank to the initiators. In a knowledge-based society, as EU claims to be, it is unbeliveble the amount time we need to spend in biurocratic activities, which are HIGHLY DETRIMENTAL to the scientific work. An important part of these activities cannot be transferred, unfortunately, to persons with a lesser scientific background.

Two main drawbacks has the European system of research:
1. A too large beaurocracy parasitates the European funded research. Is a time and funds eating system.
2. A biased system of evaluation.
The American (NSF or DOE) system of funding seems more appropriate.

As professor and researcher with 30 years of experience in the field of nuclear physics (nuclear fission) I agree the idea to simplify the bureaucracy and procedures of European research founds, especially economical documents to be done by research people itself. This is the case in Romania where professors and researchers are obliged to write a lot of papers with economical/financial character, great part of these documents being not necessary and being only required by bureaucratic structures (formed by to many persons having nothing in common with the research activity).

In my opinion, there are also two main problems.
The first one is the Research directions, limited to some strange areas with no direct meanings.
The second one is related to the so called “lobby”. The lobby acts at two levels: one in Bruxelles, were different clerks act only for their countries, not for general interest of the Community; the other one is local (at least in Romania) where some strange entities (apparently non-governmental) filter the information and the access of research groups to European financial support.
This last aspect is the most hazardous, and limits good ideas and intensions.

We have some experience in FP 5, FP 6 and now on FP 7 projects, also on LLP and Erasmus. At the latest the raportation is very difficult. Our wishes is the cash flow at the projects to running very well and fast. Unfortunately, day by day at the European Projects the money come day by day more difficult and very late (especially for the latest period). Is better att LLP projects to be introduced the external audits /partner.

The rules are hugely complex and usually not understood by the administration of contractors. Projects must comply simultaneously with different rules at national and EC level. The system should accept entirely the existing national-internal administrative system at least for the public institutions who are always systematically controlled and audited anyway at national level.
