In the present system, good ideas could be lost if the proposers were not experienced in bureaucratic procedures, special FP7 language, ... Im afraid that the creativity (being the essence of a good proposal) is losing the race with formalities.

My experience is that the both activity and management reports need a lot of not significant from scientific point of view details and are time consuming. Also, the procedure of approval of reports is long lasting and not efficient. As an illustration, as participants in EU FP6 WATERWEB project we are still wait for final revision and final payment more than 2 years (project finished 31st January 2008).

I really hope that in near future funds will go to those that perform better research, and not just write proposals better!!!

The guides should be more clear and tailored for readers in science (that are not familiar with administrative and juristic language). The weight should be moved from administration to the scientific side of the projects - the impression is that it is more important to fill the boxes in the forms than to obtain valid research results.

I huge amount of time should be used for application. And if you get a project, usually one have to deal more with administration than doing research, or the main subject of project. It seems sometimes that these projects serve just to keep busy administration in Brussels.
