Short, rational procedure plus avoiding lobby effect, avoiding formal obstacles, avoiding decisions from the side of corrupt, dishonest representatives at decisive positions in committees, who are wrongly chosen by some corrupt country authorities like Bulgarian ones.

Excellent projects, which demonstrate (after the rejection in EC) an excellent development and advance (examples are in my box) have been rejected by dishonest and non-competent , unfair``experts``, chosen as such in Brussels (!!!???) (being sent from their countries by protection (like from BG). These ``experts`` write ridiculous ( ridiculous !!!!! ) refereee reports, which are shame for every educated person -- unbelievable , exceptional in history of science. Shame ! All this should STOP ! Immediately !

Iam completely agree that the administrative burden of EU funded projects is too HIGH. With signing this declaration I hope to contribute in simplifying the process of funding R&D.

I believe that there are better rules and coordination for European innovators and researchers to the Europe and worlds.

Principal investigators should have the ultimate authority in most aspects of project management in contrast with the current rules which empower financial and administrative departments to interfere with scientific decision making too often and too much. It would be also nice to encourage (or even prefer) younger principal investigators involvement by introducing specific policies, similar to those, dealing with the gender-related issues.

Inter-industry analysis as well as the use of production functions can assure a solid foreground for understanding and predicting the development of businesses, branches of the economices and economies as a whole. In the same time, special variables concerning science and technological progress, creativity and management can be incerted in mathematical models of the economy.

The administrative work in EC funded science programs is a swamp of endless conditions, pretentions and useless paper work, that not only frustrates and demotivates scientists to apply but additionally creates a twisted reflection of the scientific work. There is no logic EC to fund administration and management at 100% but to give less for the rest that ultimately brings the important part of the project idea. The Commission should stop making the people in science hostages of their abilities to write better and better explanations so to satisfy EC bureaucrats.

We do need honest and simplified funding procedures

14 Mar 18:27   Bulgaria   ISSP-BAS  Yuliyan Lazarov
I think it will be good for the people older than 35 years to have a possibility for post-doc positions !

15 Apr 16:36   Bulgaria   National Center of Public Health Protection (NCPHP)  Stefka Petrova
My colleagues and me consider that the procedure related to application, financing and reporting the projects financially supported by EC are very complicated and time consuming.

For one honest competition among scientific projects proposals.

25 Feb 07:38   Bulgaria   Technical University of Sofia  Rossen Radonov

My experience when applying for a collective European Union programs, clearly shows that the whole procedure is designed projects to be profited from teams who lobby and have contacts among bureaucrats. I absolutely do not share the current state of affairs in funding of science and therefore endorse this letter.

3 Mar 10:17   Bulgaria   URSIT Ltd.  Ulrich BOES
I fully support this petition.
